The purpose of the Northern Kentucky Independent District Board of Health shall be to serve as the governing body of the District Health Department (Boone, Campbell, Grant, and Kenton Counties) in accordance with provisions of the KRS Chapter 212, and the policies of the Cabinet for Health Services. The District Board shall adopt such rules and regulations as are deemed necessary to carry out the statutory responsibilities of the local Board of Health.

The Northern Kentucky Independent District Board of Health shall be composed of the Boards of Health of the counties comprising this district. The Northern Kentucky Independent District Board of Health is composed of the County Judge Executive or his/her designee from each county; the Mayor or his/her designee from the largest city in each county; the Chair from each participating local Board of Health; to the extent practicable 25% who shall be qualified licensed physicians, 10% qualified licensed dentists, 25% qualified licensed registered nurses, 10% licensed veterinarians, and 30% consumers. Appointment shall be for a term of two (2) years with a maximum of three (3) consecutive terms, with the exception of ex-officio members who serve with the length of their office. Appointments made by the Judge/Executive must be approved by the Local Health Board.
