A lifelong resident on Campbell County, Commissioner Otto and his wife Beth have two daughters, Nicole and Olivia.

Commissioner Otto is a graduate of Highlands High School and attended Eastern Kentucky University. He also attended the ATF Printing School in Worchester, Massachussetts and the Jaycees Leadership Program in Tulsa, Oklahoma.

Commisioner Otto is current the President of the Campbell County Jaycees Charities Inc. He has also served on the boards of Hospice of Northern Ky., Campbell Lodge Home for Boys, Northern Kentucky Retarded Association, St. Anne Convent, Campbell County Boys & Girls Club, Senior Citizens of Northern Kentucky, the Best Program at Lincoln Elemtary School, the Citizen's Committee on Child Abuse, the Quest Committee, Council of Governments, Kentucky Association of Commissioners. He is the Campbell County Jaycees' 50th President. Formerly, he served as Chairman of the City of Ft. Thomas 4th of July Celebration for seven years. Additionally, Commissioner Otto is a graduate of Leadership Northern Kentucky.
